is there a way to lock the playlist so that a user cannot delete it?

As a system admin, I would like to pre-define some playlist for my users.
I manage some playlist that I can offer to my users as predefined playlist.
Users can't edit those playlist, just read-only.
on he other hand users can still create/edit their own playlist. (And I don't need that users are able to share their playlist with other users.)
Is that possilbe in VS3?
Predefined playlist, read-only ... a.k.a. static playlists?
