Installation on Server?

Is Vibe Streamer meant to be installed on my web server or my personal PC?

I was looking to use it for songs uploaded to the web without connecting to my personal PC. Is this an option?

If so, are there instructions on how it can be done?

I uploaded the setup exe file, but can not run through my FTP service.
